There are 2 types of forum in bbPress; “Category” and “Forum”. Category forums are great for “grouping” a bunch of forums together.
To create a category forum, you should select “category” from “Type” dropdown in forum attributes box.
A category forum cannot contain it’s own posts, hence no “add topic” box to the category forum page. You should create forums for your category forum. To do this, you should select the category forum from “Parent” dropdown in forum attributes box.
Now, your forum index page should look like the following.
When you click “category forum”, you’ll redirected to the forum list in this category.
To create topics, click a forum. You’ll see the “create new topic” form at the bottom of the page.
